Consultation on London Councils' funding processes
 - deadline extended to 12th December 2006

Since 16 October 2006, London Councils has been consulting on the
questions we will ask at Stage One of our assessment processes; our
Stage One assessment criteria and our process for deciding when we
will advertise funding in one-stage rather than our usual two.

London Councils is now additionally seeking views on:
* our Guidance to help organisations submit Stage One funding
proposals
* the questions we will use in Stage Two of our commissioning
processes
* the criteria we will use to assess Stage Two funding proposals

London Councils' funding processes are changing as we move to
commissioning as our way of providing funding to the voluntary and
community sector (see our web pages about our grants review for more
information about what we are doing).

London Councils will continue to strive to be a good funder and have a
positive relationship with voluntary and community sector
organisations, London boroughs and our other stakeholders. We will
continue to be an outcomes-based funder: we will not define outputs
organisations need to get funding from us.

We will provide voluntary and community organisations, boroughs and
other stakeholders the opportunity to comment on our new processes to
ensure they reflect the needs of our stakeholders, as well as ensuring
effective funding mechanisms are in place.

We strongly welcome comments from colleagues in the voluntary sector,
boroughs and from other stakeholders.

In addition to any comments colleagues want to make about any aspect
of the processes we are consulting on, we would welcome views on how
we assess outcomes at Stage One.

Over 40 per cent of the scoring at Stage One (50 marks) relates to our
criterion on outcomes (criterion six), which reflects its relative
importance. We currently plan to award 10 marks for each of the
outcomes organisations meet, on the basis of each service having five
outcomes. We could alternatively award marks for how well
organisations meet the outcomes overall. If you have any views on this
please let us know.

The deadline was originally 13 November, but we are providing more
time to respond so views expressed at the conference for voluntary
organisations currently funded by London Councils can feed into our
processes.

We will also shortly put our one-stage questions and assessment
criteria, our one-stage guidance, our Stage Two guidance and our plans
for building organisations' capacity for seeking funding across more
than one London borough on this page.
