Youth Sector Development Fund - Round 3
Funding area: England

Round 3 of the Youth Sector Development Fund (YSDF) will focus on
smaller youth TSOs with a turnover of under £1m, and with a proven
track record of delivering positive activities and support to the most
disadvantaged young people, particularly on Friday and Saturday
nights.
Total Fund Value: £ 100,000,000
Grant Value - minimum: £ 400,000
Grant Value - maximum: £ 600,000
Between £400,000 and £600,000 is available per organisation from April
2009 to March 2011.
Please Note: Grant funding will be tapered so that in year two, the
grant will be reduced and replaced by new income sources (for example,
£350,000 grant for year one and £250,000 for year two).
YSDF has been established to take forward a number of the commitments
within 'Aiming High for young people: a ten year strategy for positive
activities' that focus on building the capacity and sustainability of
youth Third Sector organisations (TSOs).
YSDF is focusing on increasing the number of young people on the path
to success through the following indicators:
* Reduce the percentage of 16-18 year olds not in education,
employment or training (NEET)
* More participation in Positive Activities
* Reduce the proportion of young people frequently using illicit
drugs, alcohol or volatile substances
* Reduce the under-18 conception rate
* Reduce the number of first-time entrants to the Criminal Justice
System aged 10-17
>From April 2009, YSDF plan to support around 25 third sector
organisations. In addition to the grant investment, selected
organisations will also receive the support of the YSDF Managing Body,
to enable the achievement of long term financial sustainability and to
help them sustain their provision, including becoming more effective
in the way they manage fundraising activities or securing private
investment.
Round 3 of the Youth Sector Development Fund aims to help to provide
positive activities for young people on Friday and Saturday nights,
which can demonstrate preventative approaches, reducing the numbers of
young people involved in a range of negative outcomes, including youth
crime and ASB, and increasing the number of young people acquiring
broader social and emotional skills from engagement in high quality
provision outside formal learning.

YSDF Round 2: In July 2008, DCSF invited medium-sized youth TSOs to
bid for up to £2.5m funding and support each, particularly
organisations who work to prevent young people from committing crime
or becoming involved in anti social behaviour, gun or gang crime. 76
bids were received and assessed by the YSDF Managing Body and DCSF
officials.
The 13 successful TSOs are:
* Bolton Lads and Girls club
* Youth at Risk
* London Youth
* NIA Project
* Single Homeless Accommodation Project
* The Salmon Youth Centre in Bermondsey
* Brathay Hall trust
* Pupil Parent Partnership
* Coventry and Warwickshire YMCA
* Oakmere Community College
* Salford Foundation
* Renew Leeds Ltd
* Wheatsheaf Trust.
As part of the third YSDF funding round, a one-year fund will also be
created, which will be administered by the YSDF on behalf of the Home
Office.
Funded by the Home Office, this will offer around four opportunities
for TSOs in the 10 TKAP policing areas to receive around £100k worth
of funding, plus business support from the YSDF managing body. Funding
will be specifically to support organisations working with young
people (particularly teenage boys 13-19) in target areas, who are
significantly at risk of being involved in knife and gang crime.
More information on the one-year fund will be added when available.
This round of YSDF investment will specifically develop individual
organisations; consortia or partnership bids are not eligible.
Applicants will need to demonstrate clearly how their proposals
complement and contribute to relevant existing local, regional and
national initiatives as set out in Children and Young People's Plans,
Local / Multi Area Agreements and as part of the continued
implementation of Youth Matters and Aiming high for young people.
YSDF is looking to fund around 25 proposals from youth TSOs that meet
the following criteria:
* Formally constituted TSOs; with an annual turnover over the last
year of under £1m.
* Evidenced track record; of success in delivering positive activities
to deliver improved outcomes to disadvantaged young people.
* Innovative and realistic proposals; for delivery of positive
activities in response to identified need that fit with complementary
provision and policies for young people.
* Clear potential for financial sustainability; beyond the lifetime of
YSDF investment with realistic proposals for income diversification.
* Identified, specific organisational development needs and capacity;
to absorb support.
There is a two stage application process for YSDF - Round 3. The first
stage Expression of Interest Forms can be completed online at:
http://www.ysdf.ecotec.com and must be submitted by noon on Friday 23
January 2009.
YSDF aim to notify short listed TSOs by Monday 16 February and invite
them to submit a full proposal by noon on Friday 27 March.
